Resident Registration Address
In Korea, youth driver’s license subsidies are usually based on your resident registration address, not where you are temporarily staying. If your official address is near your university, taking lessons at a driving school near your family home does not automatically mean you can apply for your hometown’s subsidy. Local governments often check your ID, resident registration documents, driver’s license, and payment receipts to confirm whether you are actually eligible.
Driving School Location
Taking lessons in your hometown is not always a problem. Some local governments may accept receipts from driving schools outside their area. However, some require applicants to use a driving school located within that city, county, or district. If you pay first without checking this condition, you may finish getting your license and still be rejected.
Seoul Metropolitan Area Examples
Seongdong District, Seoul
Seongdong District has offered an exam fee support program for unemployed young people. However, the notice states that driver’s licenses administered by the police agency are excluded. This means that even if you live in Seongdong District, you should not assume that regular Class 1 or Class 2 driver’s license costs are covered.
Jungnang District, Seoul
Jungnang District’s 2026 exam fee support program is for unemployed young people aged 19 to 39 who are registered residents of Jungnang District. It supports certification exam fees up to 100,000 KRW. However, automobile driver’s licenses are excluded. If you apply thinking that the regular driver’s license test fee is included, your application may be rejected.
Songpa District, Seoul
Songpa District has announced a 2026 support program for language and certification exam fees for young people. However, driver’s license exams are excluded from the support scope. This program may help with job-related exams, but it should not be treated as regular driving school tuition support.
Seongbuk District, Seoul
Seongbuk District announced a 2026 language and certification exam fee support program for unemployed young people. The program is for young residents who have kept their registered address in Seongbuk District. However, the attached notice indicates that automobile driver’s licenses are excluded. Seongbuk residents should check separately whether any regular driver’s license subsidy exists.
Yongsan District, Seoul
Yongsan District’s 2026 support program is for unemployed young people aged 19 to 39 who have lived in Yongsan for at least one month as of the application date. It supports exam fees up to 100,000 KRW for the year. The listed exams focus on national technical licenses, national professional licenses, officially accredited private licenses, language exams, and Korean history exams. This should not be confused with regular driving school tuition support.
Gangnam District, Seoul
Gangnam District’s 2026 program supports unemployed young people with exam fees for language exams, national technical licenses, national professional licenses, officially accredited private licenses, and the Korean history exam. The maximum support amount is 200,000 KRW. However, you should not assume that regular driver’s license tuition is covered unless the official notice clearly includes it.
Gwangjin District, Seoul
Gwangjin District runs a 2026 support program for youth language and certification exam fees, with monthly application periods and early closure possible when the budget runs out. This is mainly an employment-related exam fee support program. Before applying for regular driver’s license costs, you must check whether driver’s licenses are included.
Dobong and Nowon Districts, Seoul
Dobong and Nowon Districts also announced 2026 support programs for language and certification exam fees for unemployed young people. Because these programs use the word “certification,” many people may assume that driver’s licenses are included. However, several Seoul districts exclude automobile driver’s licenses, so you must check the official notice for your own district.
Suwon City, Gyeonggi
Suwon City has answered that its youth support program is the Gyeonggi Youth Capacity-Building Opportunity Support Program, which supports language and certification exam fees for unemployed young people up to 300,000 KRW. However, regular Class 1 and Class 2 driver’s licenses are not supported. Only Class 1 special licenses are included. If you are preparing for a regular car license, this is not the same as driving school tuition support.
Anyang City, Gyeonggi
Anyang City also guides young people to the Gyeonggi Youth Capacity-Building Opportunity Support Program. This program supports language and certification exam fees, but not regular Class 1 or Class 2 driver’s licenses. Only Class 1 special licenses are supported. Young people preparing for a regular car license should check whether Anyang has a separate subsidy.
Yongin City, Gyeonggi
For Yongin City, the same Gyeonggi youth exam fee program applies. The guidance states that the program does not support regular Class 1 or Class 2 driver’s licenses and only supports Class 1 special licenses. If you are planning to get a regular Class 2 automatic license or Class 1 ordinary license, do not rely on this program before checking the city notice.
Goyang City, Gyeonggi
Goyang City has promoted the Gyeonggi Youth Capacity-Building Opportunity Support Program for unemployed young people. It supports exam fees up to 300,000 KRW, but automobile driver’s licenses are limited to Class 1 special licenses. Even if you are a registered resident of Goyang, you must check again if you are preparing for a regular Class 1 ordinary or Class 2 ordinary license.
Paju and Uijeongbu, Gyeonggi
Paju and Uijeongbu also operate under the Gyeonggi youth exam fee support program. Paju’s notice states that only Class 1 special driver’s licenses are allowed among automobile driver’s licenses. Uijeongbu also provides exam fee support through the same general program. Regular driver’s license applicants should not assume that driving school tuition is covered.
Seongnam City, Gyeonggi
Seongnam City operated a temporary driver’s license cost support program in 2025 for low-income teenagers and young adults. It supported up to 500,000 KRW for newly obtained automobile driver’s licenses after January 1, 2025. Covered costs included driving education, written tests, skills tests, road tests, and driving school tuition. However, because it was announced as a temporary program, you should not assume that the same program continues in 2026 without checking a new notice.
Gyeonggi Provincial Office of Education
The Gyeonggi Provincial Office of Education has supported third-year high school students in the province with costs related to social preparation activities and certifications. Driver’s license costs may be included, but this is different from a general local government subsidy that young adults apply for directly. High school seniors should check both their school notice and the education office announcement.
Incheon Metropolitan City
Incheon runs a 2026 youth certification exam fee support program. It is for unemployed young people aged 18 to 39 and supports certification exam fees up to 100,000 KRW per year. The supported exams mainly include national technical licenses, national professional licenses, officially accredited private licenses, Korean history, and language exams. This is not the same as regular driving school tuition support, so driver’s license eligibility must be checked separately.
Namdong, Yeonsu, Seo, and Michuhol Districts in Incheon
Namdong, Yeonsu, Seo, and Michuhol Districts in Incheon provide certification exam fee support for young unemployed residents. Common conditions include district resident registration, unemployed status, age between 18 and 39, and exams taken on or after December 1, 2025. The support amount is usually up to 100,000 KRW. However, this is still an exam fee support program, not full driving school tuition support.
Other Regional Examples in Korea
Gimhae City, Gyeongnam
Gimhae City announced a 2026 youth driver’s license cost support program. Applicants must be aged 18 to 45 and must have a registered address in Gimhae from the license acquisition date to the application date. They must also be unemployed at the time of application and meet the household income condition of 180% or below the median income. The program applies to people who newly obtained a Class 1 ordinary or Class 2 ordinary license on or after January 1, 2025. It supports 60% of license-related costs, up to 500,000 KRW.
Uiryeong County, Gyeongnam
Uiryeong County runs a 2026 youth driver’s license cost support program. It applies to young residents of Uiryeong County who newly obtained a Class 1 ordinary or Class 2 ordinary license on or after July 1, 2025. The program supports driver’s license test fees and driving school tuition up to 500,000 KRW. Payment is made through mobile Uiryeong Love Gift Certificates.
Jinju City, Gyeongnam
Jinju City operates a 2026 driver’s license cost support program for young first-time adults. It applies to young people aged 18 to 19 who have kept their registered address in Jinju from before December 31, 2025 until the payment date. Applicants must newly obtain a Class 1 ordinary or Class 2 ordinary license on or after January 1, 2026. The subsidy is 100,000 KRW in mobile Jinju Love Gift Certificates.
Yeonggwang County, Jeonnam
Yeonggwang County announced a 2026 driver’s license cost support program for young first-time adults. Applicants must have their registered address in Yeonggwang County at the time of application and must be aged 18 to 20 based on the license acquisition date. They must have obtained their first driver’s license on or after January 1, 2025. The subsidy is 300,000 KRW per person, paid through the Yeonggwang Love Card.
Hongcheon County, Gangwon
Hongcheon County announced a 2026 driving school tuition support program for people aged 20 or younger. Applicants must be aged 18 to 20 based on the license issue date. They must also have kept their resident registration in Hongcheon County continuously for at least three years as of the announcement date and remain registered until the application date. Hongcheon County also requires registration at a driving school located within Hongcheon County. The subsidy covers 50% of tuition, up to 390,000 KRW.
Seocheon County, Chungnam
Seocheon County announced a 2026 first driver’s license cost support program for young people. Applicants must be aged 18 to 25 and must have lived in Seocheon County for at least one year as of the application month. The program supports 50% of the first driver’s license cost, up to 400,000 KRW. Application timing and budget availability are important.
Documents You Should Check Before Paying
Resident Registration Document
A resident registration document does not only show your current address. It can also show address changes, move-in dates, and continuous residence. If a local government requires continuous residence, even one move-out record can affect eligibility.
Driver’s License and Driving Record Certificate
Many local governments check whether this is your first license. If you already had a license before or are re-acquiring one, you may be excluded. Some programs require a driving record certificate for this reason.
Driving School Receipt and Test Fee Receipt
Your receipt should show your name, payment date, and the service you paid for. Some areas include written, skills, and road test fees, but not all areas do. If the receipt is missing or under another person’s name, payment may be delayed or rejected.
Income and Employment Proof
Some areas, such as Gimhae City, check both income and unemployment status. Incheon and many Gyeonggi exam fee support programs also check unemployment status. Health insurance employee subscribers, registered business owners, or people working above certain limits may be excluded.
What Can Go Wrong If You Do Not Check
You May Lose Hundreds of Thousands of Won
Driving school tuition in Korea can cost several hundred thousand won and may approach one million won depending on the region and school. If your registered address, school location, license date, age, income condition, or employment status does not match the notice, you may receive no subsidy.
You May Be Rejected by Both Areas
If your official address is near your university but you register at a driving school in your hometown, your hometown may reject you because your registered address is elsewhere. Your registered-address local government may also reject you if it does not accept driving schools outside the area. In that case, you may lose both options.
The Budget May Run Out
Some programs close early when the budget runs out. Even if you meet all conditions, a late application can still fail. Programs with first-come, first-served rules, applicant limits, or budget warnings require extra caution.
