Recruiters and HR teams sometimes ask for a copy of a driver’s license when driving is part of a job. The request may be legitimate, but the card can display more personal data than the employer needs for that purpose. The safest response is neither to hide every field automatically nor to send an unrestricted copy without checking. First identify what the employer needs to verify
The phrase “license copy” does not explain the real purpose. Ask whether the employer needs to verify:
- License possession: that you currently hold the class required for the role.
- Identity: that the document belongs to the applicant or employee.
- Status or validity: that the qualification is current rather than cancelled, suspended, or expired.
- Driving history: license history, traffic violations, or traffic-accident records.

Why an unrestricted copy needs care
Article 15 of Korea’s Personal Information Protection Act requires a lawful basis for collecting personal information and limits use to the relevant purpose. Article 16 requires collection to be limited to the minimum information necessary for that purpose. Article 19 of the Enforcement Decree lists the number on a license issued under the Road Traffic Act as unique identifying information, along with resident-registration, passport, and foreign-registration numbers.
Resident-registration numbers receive additional protection. Article 24-2 generally prohibits their processing unless a statute or other specified exception clearly allows it. For that reason, an applicant should not assume that every employer needs the full number simply because a consent form or informal message asks for a copy.
These rules do not create one universal masking template. An employer may need a name and photograph to match the holder, or the license class and conditions to check occupational eligibility. The practical goal is to distinguish fields that serve the confirmed purpose from fields that do not.
Four questions to ask before sending anything
- Purpose: Is the employer checking possession, identity, current status, or driving history?
- Required fields: Which of the name, photograph, class, license number, resident-registration number, and address must remain visible?
- Permitted masking: May you mask the second half of the resident-registration number, the address, the photograph, or part of the license number?
- Retention: Who can view the file, how will it be stored, and when will it be deleted?
Keep a note of the department and date if the answer is given by phone. Written confirmation through the recruitment system or an official company email is easier to verify later. When a collection-and-use notice is provided, read the purpose, fields collected, retention period, right to decline, and any stated consequence of declining.

- Read the job posting or onboarding instruction again and identify the exact document and required class.
- Confirm the purpose, required fields, and permitted masking with the responsible department.
- Keep the original credential and create a separate submission copy or image.
- Mask only fields confirmed as unnecessary. Use an opaque block rather than a light blur that may leave the original value recoverable.
- If accepted, mark the copy with the recipient, purpose, and submission date without covering fields needed for verification.
- Use the employer’s official recruitment portal, managed upload channel, or company email instead of an informal personal messenger.
- After sending, remove unnecessary duplicates from shared scanners, temporary folders, and personal messenger download folders.
Masking unnecessary fields on a submission copy is not the same as altering a credential or creating a realistic replacement. Do not cover fields the employer requires for authenticity checks, and never manufacture a new card image.
When a driving-record certificate is the better document
If the employer needs license history, traffic violations, or traffic-accident records, ask whether it requires an official driving-record certificate. Government24 states that the certificate can be requested online, in person, or through a self-service civil-document kiosk. The listed fee is free. Online applications cannot be made by a representative; in-person processing is handled by a police station, and the stated processing time is immediate, within three working hours.
The certificate may include more history than a particular role needs. Confirm whether the recipient needs the full history or a specified period, and whether the document must be Korean or English, before choosing the options in the application.

Recommended approach by situation
- Only the license class is required: if the employer accepts it, submit a copy that shows the holder and required class while masking unrelated fields.

- Current validity is required: ask which official verification method and fields the employer recognizes.
- Submission outside Korea: do not reuse a domestic recruitment copy automatically; confirm the required English document and authentication process with the foreign recipient.
If you already sent an unrestricted copy
Sending more data than intended does not by itself prove that misuse occurred. Verify that the recipient was the authorized company contact, then ask in writing about the purpose, people with access, retention period, and deletion date. If the file went to the wrong recipient or you suspect use beyond the stated purpose, contact the company’s privacy team promptly and request appropriate action.
