Which stages require identification?

Pre-test traffic safety education lists identification as required. The written test requires identification in addition to the application and three photographs. The driving skills test and on-road test also instruct applicants to bring the application and identification on the test day. Do not assume that a document checked at the first counter will cover every later visit.

If you plan to complete education and the written test in one visit, also read the same-day education, medical check, and written-test sequence. A delay at identity verification can cause you to miss a later registration cutoff.

Common documents that can establish identity

KOROAD’s identity-document range includes the items below. A document with an expiry date must remain valid on the visit date. Student cards and other public-agency IDs

Other documents may qualify when they are issued by the head of a public institution and clearly show a photograph, date of birth, and name. KOROAD examples include public-official IDs, seafarer’s books, national technical qualification cards, disability welfare cards, foreigner registration cards, domestic residence cards for overseas Koreans, and national-veterans identity cards.

A student card is listed together with an enrollment certificate. A school-app screen or private academy card should not automatically be treated as equivalent because the issuer and displayed information may differ. A military discharge certificate is listed as an example only within one year after discharge. The document name alone is insufficient if the photograph, date of birth, or name cannot be read clearly.

Using a passport without a resident registration number

Modern passports may not display a Korean resident registration number. KOROAD explains that staff first inform the applicant why that number is needed and may verify identity through fingerprint matching with the applicant’s consent.

A minor or a person who does not consent to fingerprint matching may present a Passport Information Certificate under the Passport Act. When that certificate is unavailable, verification through administrative data may be possible after submitting the relevant consent form. Because equipment and administrative access are not guaranteed at every counter at every moment, prepare the certificate and contact the office before relying on the passport route.

If you have no identity document at all

KOROAD states that an applicant without an ID may be checked through fingerprints with consent. If no fingerprint record is returned, staff may still require an identity document. Damaged fingerprints or missing electronic records can also prevent immediate confirmation.

KOROAD specifically states that regional branch safety-education departments cannot perform fingerprint lookups. Do not assume that a licensing examination office and a regional education department have identical procedures. Tell the counter staff immediately, while also considering whether an accepted document can be brought before the cutoff.

Minors applying for a motorized bicycle license

A motorized bicycle license is available from age 16, so some applicants do not yet have a resident registration card or corresponding fingerprint record. KOROAD’s guide says that, in this situation, the applicant may be asked to submit both an ID showing a photograph, date of birth, and name and a government-issued document that verifies the remaining digits of the resident registration number.

Do not rely on a student card alone. Bring the enrollment certificate and a government record, such as a resident registration document, that can supply the missing identity information, and ask the selected office which combination it requires. A parent’s ID should not be assumed to replace the applicant’s own verification.

If the photograph differs or the document is damaged

When the photograph differs substantially from your current appearance or damage prevents clear reading of the name or date of birth, staff may request another ID. When forgery is suspected or the person cannot be matched confidently, fingerprint verification may be used with consent.

Do not rely on an old passport portrait, a badly worn card, or a phone with a broken display. Carrying two different valid official documents gives you a safer fallback.
